Additional changes include
- change stylesheet to be for editors draft
- rewrite namespace section for clarity and to list other namespaces,
move before notational conventions to remove duplicate material
- update text on certificate chain processing
- remove unnecessary editorial notes
- incorporate editorial changes suggested by Thomas ,
