As per Section 8.10, icon element is not localizable using xml:lang
attribute. It can only be folder-based localizable.

Section 9, Step-7, Item# 7A is referring to xml:lang of icon elements
to determine the valid icon list.

Above two sections are contradictory. Most probably the section 9.7
part need to be removed or corrected in the spec.
