Oh, I see. So you made it so charset is never _added_ if the
content-type is set, but will be corrected if present?
However, it is not clear to me why you'd want a charset parameter for
XML resources to begin with. The metadata the XML parser can extract is
much more likely to be correct.
People have a bit of a tendency to not include the encoding="" in their
xml-version...
