On April 20 a Candidate Recommendation of the WARP spec was published thus the spec is ready for implementation:

The Implementation Report [IR] is currently just a place holder and the test suite [TS] needs work.

The approval and publication is in response to the following
transition request from the Web Applications Working Group:

This specification defines the security model controlling network
access from within a widget, as well as a method for widget authors to
request that the user agent grant access to certain network resources
or sets thereof.

The transition is a result of a second last call. Resulting comments
