I think this can be removed.  You can always replace algorithms with
equivalent ones, in any part of an implementation.

This should say "encoded".  Unicode codepoints are the "raw data"; UTF-8 is
the encoding of that data.

Should the actual UTF-8 encoding algorithm be specified by HTML?
