The question is whether Review Notices such as https://cabforum.org/pipermail/public/2017-December/012657.html meet the criteria set out in the IPR Policy. As you can see, many (all?) of these fail to include a full copy. Some may include an attachment with the text of the Ballot, but at no point an integrated Draft Guideline that will be adopted as the Final Maintenance Guideline has been provided.
