They were already included in several sections along with "Associate
Members" but were missing from the ones you mentioned.

I believe we must address at least the election issues before going to
ballot. In the meantime, I will also try to propose some language for
items 2 and 3. Hopefully we can prepare a ballot by the end of April.

Items 4 and 5 need significant time and effort. I'm not sure we will
have time to work on those items before the upcoming F2F but I would
like to ask if there are any volunteers that can assist with proposing
draft language, possibly using a separate GitHub branch.
