On data trustees: The idea is that citizens should be able to donate their
data (including private data in some cases) for the public good. This
should be handled by some entity that can guarantee safe and respectful
reuse of that data and for it to be used really for the public good and not
for private profit.

But while it would be good to have such an animal, there are no clear ideas
on how to set it up, who should run it and how it should operate.
