Unless your idea of a reasonable maximum is zero, that doesn't help much. If a server is being hammered by callbacks from a hub, even one retry is going to double the level of hammering. I don't consider that acceptable. Ideally the initial hammering shouldn't be happening in the first place, but I've given up on arguing that point.
