Not sure if it's the same everywhere else but in South Africa, mobile operators generally firewall all incoming TCP connections to the default APNs (like "internet" or "wap"). You have to fill out and sign a special application form to get access to the "unrestricted" APN, which comes at no additional fee, but it's a hassle nevertheless. For a long time now I have been wishing there would be some standardised notification framework that can be used across all devices. There seem to be various proprietary implementations for this already (like the Nokia Notifications API, APNS, Notifo, etc).
