[pudge] [SVN] - Commit Access Rights / Public Vote

I don't know why there are delays, but I start to feel a little bit 
uncomfortable within this project.

I have seen in other projects, that commit access is granted after a 
public vote.

If some member of this project does not want that I get commit-rights, 
he should please state this publically with a -1 vote.
