If you have, then PulseAudio thinks that you want to use the remote server, not the local machine. If you want to use both, you should not set default-server in client conf or the PULSE_SERVER environment variable. Instead, you should load module-zeroconf-discover on the local machine and module-zeroconf-publish and module-native-protocol-tcp on the remote machine.
