Yes, the linux-bluetooth list seems like a good place to ask.
As for debugging advice, I don't think I have much to contribute. If this
happened on my machine and I was determined to figure it out by myself, I'd
study the bluetoothd code to figure out what would have to happen in order to
get the PropertiesChanged D-Bus signal sent, and then add extra logging there
until I found out what exactly goes wrong.
