Looks like the "cubic mapping" thingy, see
http://lists.freedesktop.org/archives/pulseaudio-discuss/2012-August/014570.html

160% -> raise to the third power, get 4.096, and convert that to dB
(i.e. 20 * log10(x)). Get 12.25 dB.
