probably we need to let the user decide, but default to some reasonable 
quality

my preference would be a low-cost resampler on embedded devices, at the 
cost of quality

so far, the speex resampler can be controlled in PA by choosing speex-3 
or speex-5 (which is rather awkward); a more generic ways would be good
