The blacklist can be used for this, yes. But do you actually need module-switch-on-connect? If you have only one sink you want to use, you can remove module-switch-on-connect from the configuration and set the default sink once and it will be remembered.
I still like automatic switching to Bluetooth headphones and monitor HDMI sinks.
