The windows version is seriously lagging behind and really needs someone
to take up the mantle and get the more recent versions working.
Just in case it helps you I do have a patch for fixing up a couple bugs in
padevchooser that I've used for a while in my packages (tho' I don't
promote the use of padevchooser).

I doubt it will help much tho'.
Anyway, it would be better to focus on getting a more recent pulse
compiled for windows and ensuring that tunnels work correctly there than
flogging the dead horse that is padevchooser. Sadly no one has stepped
forward to do this (nor for OSX).
