This is desired behaviour, and is the behaviour for all of the other packaging 
systems that support specifying versions.  I agree it'd be nice to have a '>=' 
ability, but that's a different feature (not bug).

causes Gentoo systems to try to emerge =something-1.0 instead of just ensure 
that the version is at least 1.0, so if you have 1.5 installed, you go back 
down to 1.0.

This is bad and can completely destabilize your system or cause other problem.
