I think this is a duplicate of #2323; at least, the fix for it seems to fix 
this also, such that I can not reproduce it with that fix.

Please reopen if you find otherwise.

The title pretty much says it all.

We have a 'noop' environment we set as default, and with 0.25.x, if I have the 
line:

environment=noop

in puppet.conf on the server, all clients get the noop environment. If I remove 
it, they get their normal, fact-supplied environment, but then I have no idea 
what the default environment is for clients requesting non-existent 
environments.
