I found the 'Client certificate verification' section at the bottom of http://projects.puppetlabs.com/projects/puppet/wiki/Using_Mongrel and that solved the problem. I think that whole set of pages needs to be re-written into proper documentation as it's a mess, the "Using Mongrel On Enterprise Linux" didn't have any mention of the client certificate verification problem.
