Issue #4576 has been updated by Nigel Kersten.

After chatting to some people, it seems like the current behavior is relied 
upon.

The current approach is:

  * 2.6.x - warn in the logs
  * Statler - fail, just like including a non-existent class in a manifest 
does[[]].

If the external node classifier outputs classes that are not defined, puppetd 
does nothing. It should really die.
