It was in there by accident and now it's just been merged into 2.7.x and master. It'll be released in 2.7.1 I think. Does that clarify it? I found Issue 4334 which requests that vcsrepo should be included in the puppet core, but this was turned down. I suspect that vcsrepo is in the documentation by accident...
