Nigel, we need to know if this is on the table for this week or not.

The proposal is to change the design of node classification from being Puppet 
Dashboard centric to being based on Facts and focus on manifests to classify 
the nodes with conditional logic.

The node classification of cloud-pack should be based on a custom fact.

This would have the following advantages.

* removes a large portion of the code-base and complexity. It could be as easy 
as scp-ing a single file with a single line
* conforms closer to how people use Puppet today (specifying node definitions 
in a manifest)
* confirms more closely to my understanding of how people are currently using 
Puppet in the cloud.
