The 'ext/passenger/dashboard-vhost.conf' included with Dashboard is problematic:

 * It lacks documentation to assist those unfamiliar with Passenger in using 
this file.
 * It incorrectly suggests in-lining the global Passenger configuration 
information into this file.
 * It may grant incorrect access to the 'public' directory.
 * It has incorrect indentation.

We should ship a correct sample file and possibly additional instructions in 
the README for configuring Passenger.
