If we change something, I would certainly favour adding a matching report that 
the agent started; I think the report is at `notice` rather than `info`, which 
is one step lower, just above debug.  If not, I would certainly entertain 
arguments to bump it down that fraction more...

Every time you stop puppetd, you get an info-level report

I don't think this is particularly useful information such that it needs a 
report for it.  If it is report-worthy, why not puppet startup?
