Can you run `puppet agent --test --trace`? I suspect this particular error is 
#10417 when puppet attempts to display file diffs. If so, then setting 
`show_diff = false` in `puppet.conf` should resolve this (or specifying 
`--no-show_diff` on the command line).

It is not necessary to add a require for the parent directory, as puppet will 
automatically do that.

I don't recommend running puppet from within cygwin. Though I am curious what 
the particular error is. The --trace option above should provide a backtrace 
leading up to the error.

I've tested Puppet client in Windows 2008 recently, on EC2 instance.

One problem I found is that, after I a first time successfully run, I 
encountered "CreateProcess() failed" error:
