LocalSystem is the default account for windows services, different than the 
`Administrator` user or `Administrators` group.

Yes, but what's strange is that it's trying to execute this file:

Not the file in `c:\download\setup_env.bat`

This is very odd, the owner of the file should always have `FULL_CONTROL`.

Can you run `puppet resource file c:\download\setup.bat`?

I've tested Puppet client in Windows 2008 recently, on EC2 instance.

One problem I found is that, after I a first time successfully run, I 
encountered "CreateProcess() failed" error:
