Issue #11860 has been updated by Chris Price.
Changed execute method so that it takes a new (optional) argument ":override_locale". This defaults to true, meaning that we *do* override the LANG / locale vars to 'C' in most cases. However, in the exec provider, we pass in a "false" for this parameter so that execs don't override the locale.
