Issue #12382 has been updated by Daniel Pittman.

If that was desirable, a "sensible default" option that was applied when there 
isn't STDIN available would be acceptable to me.  Obviously, sensible is 
defined at the point the prompting thing is called, not by the nature of a 
prompt - we can't force every question to make "yes" or "no" the safe choice.

The `puppet module install` command currently prompts the user if they attempt 
to overwrite an already installed module.  Pieter questions if this is behavior 
we want.  There's currently problems doing this if the command is called 
without access to stdin, so if we continue to use prompts we need to make the 
prompt system work when it doesn't make sense to interact with stdin.
