As per discussions, we will avoid user interaction in command line tools in 
favor of doing the least destructive thing (usually bailing out) and offering a 
`--force` flag.

The `puppet module install` command currently prompts the user if they attempt 
to overwrite an already installed module.  Pieter questions if this is behavior 
we want.  There's currently problems doing this if the command is called 
without access to stdin, so if we continue to use prompts we need to make the 
prompt system work when it doesn't make sense to interact with stdin.
