Issue #12386 has been updated by James Turnbull.

I agree with Daniel - since we don't have MC on Windows this basically kills 
any orchestration capability we have of Puppet clients on Windows. I think this 
needs some review and discussion about Roadmap before we merge the fix and 
disable another function on Windows.

Calling `puppet kick localhost` causes puppet to go into an infinite loop. 
Found this while trying to run the acceptance tests on Windows:

The kick application should be disabled on Windows, similar to what we do when 
running puppet master
