Issue #12386 has been updated by Josh Cooper.
I think there's some confusion about what exactly has been disabled... the part that has been disabled is running the puppet kick <b>controller</b> on Windows. You can still kick Windows agents from a Unix host, where the puppet kick application is running on the latter.
