Issue #11989 has been updated by David Schmitt.

After a short look into it, it doesn't seem as if rhel6 had _any_ effort at 
integrating their services into upstart. The only thing upstart does is 
delegating to an old-style rc script to run old-style init scripts.

RedHat EL 6 and Centos 6 both use upstart for init.  The upstart service type 
should be able to be used on those systems as well.

I have done some very minor testing to make sure it at least works to ensure 
services are running and stopped.
