Issue #11989 has been updated by Andy Taylor.

While it hasn't fully replaced the old style init scripts, it is very useful 
for new services as writing Upstart jobs is quick. Additionally Upstart can 
monitor services, which is useful to ensure Apache is always running, for 
example. This monitoring of services is a key benefit, so it would be very 
helpful if this worked.

RedHat EL 6 and Centos 6 both use upstart for init.  The upstart service type 
should be able to be used on those systems as well.

I have done some very minor testing to make sure it at least works to ensure 
services are running and stopped.
