When running:

# puppet help module install

</pre>

I see:

Installs a module from the Puppet Forge, from a release archive file
on-disk, or from a private Forge-like repository.

</pre>

Yet we don't provide or support software or an external API for others to use 
or build off of to create a 'private Forge-like' repository.
