Curtis, this error is a bit misleading -- I think it's actually because your clients are trying to pluginsync but pluginsync is not enabled on the server. I've tried upping the permissions of /var/lib/puppet/lib to group of puppet (puppetmaster's group) or a permissions of 755, and the agents will temporarily work until puppetmaster's agent "fixes" them. I am running full selinux/enforcing and i've verified my SElinux contexts.
