Issue #17383 has been updated by Adam Bishop.

That's fair enough - I can't help wondering if there is a better way though.

How about if puppetd were to monitor critical files (with inotify or similar) 
for changes, then reload itself after the catalog run is complete if it detects 
changes?

With facter 1.6.14 installed, I receive the following messages:

Nov  2 05:43:09 xxx puppet-agent[4012]: Could not retrieve local facts: 
undefined method `kernel_fact_value' for Facter::Util::Processor:Module
Nov  2 05:43:09 xxx puppet-agent[4012]: Failed to apply catalog: Could not 
retrieve local facts: undefined method `kernel_fact_value' for 
Facter::Util::Processor:Module

This message does not occur with facter 1.6.13
