Issue #17383 has been updated by Konstantin Makarov.
I resolved my problem.
sudo su -
apt-get remove puppetmaster puppet
gem uninstall facter
apt-get remove rubygem
# these files are unnecessary
sudo rm -rf /usr/local/lib/site_ruby/1.8/facter*
apt-get install puppetmaster puppet
which facter
/usr/bin/facter
facter --version
1.6.14
facter --trace
architecture => amd64
augeasversion => 0.10.0
...
That's OK.

With facter 1.6.14 installed, I receive the following messages:

This message does not occur with facter 1.6.13
