Issue #17489 has been updated by Garrett Honeycutt.

Cisco is not a core puppet type and should be removed from Puppet.

This will allow the development cycles for Puppet and the Cisco code to be more 
independent of each other. Suggest that we remove this code from core and 
create a new module for it.

The Cisco tech for `puppet device` is not well supported and should be taken 
out of core. It's presence implies that it works and is supported.
