I'm stupid. The problem is that puppet assumes 2 directories
`PuppetLabs/Puppet`. It tries to create `Puppet` but not `PuppetLabs` and BOOM!

Josh has convinced me to just return to the 2.7 behavior.

Bug #18047: Puppet 3 doesn't run in non-elevated context on Windows
https://projects.puppetlabs.com/issues/18047#change-78571

Author: Josh Cooper
Status: In Topic Branch Pending Review
Priority: Normal
Assignee:
Category:
Target version: 3.0.2
Affected Puppet version: 3.0.0
Keywords: windows
Branch: https://github.com/puppetlabs/puppet/pull/1324

Install puppet 3.0.x MSI. Start a puppet command prompt, not as an
administrator. Try to run puppet, it will fail because the
C:\Users\name\AppData\Local\PuppetLabs directory doesn't exist. Previously in
2.7.x, we created puppet data's directory relative to the user's home
directory, which always existed. And since the MSI can only create the
PuppetLabs directory (as opposed to every user on the system), we fail to run.
Either we need to go back to using ~/.puppet on windows or modify puppet (and
likely facter) to create the directory if it's not present.
