Install puppet 3.0.x MSI. Start a puppet command prompt, not as an 
administrator. Try to run puppet, it will fail because the 
C:\Users\name\AppData\Local\PuppetLabs directory doesn't exist. Previously in 
2.7.x, we created puppet data's directory relative to the user's home 
directory, which always existed. And since the MSI can only create the 
PuppetLabs directory (as opposed to every user on the system), we fail to run. 
Either we need to go back to using ~/.puppet on windows or modify puppet (and 
likely facter) to create the directory if it's not present.
