I have never noticed the previous behavior, nor would this change affect any of the puppet code I'd done for any of the sites I've worked on. I have no opinion on this. Thanks for the query. After the referenced commit, these `resource_status` objects still show up in the report, but the value for `skipped` is now set to `false`.
