Issue #19162 has been updated by Josh Cooper.

The change to core puppet was done in 
<https://github.com/puppetlabs/puppet/commit/3f666c22ff790be62e1696a7ff8971d3ba57a10b>
 so that when the reboot module cancels the transaction, any remaining 
resources are marked as skipped (in the report).

The reboot module has been updated to handle both scenarios described in the 
ARM.

1. If a reboot is pending, reboot the system, and do so before installing .NET 
4.5
1. If .NET 4.5 is installed, then reboot the system to complete installation

Some additional work needs to be done to eliminate the race condition that 
currently exists. We will also be publishing this under the puppetlabs 
namespace.

We need to be able to manage reboots (mostly an issue on Windows), since a 
simple task like installing IIS-WebService using puppet's dism module requires 
a reboot.
