I've taken the previous work, merged it onto master, made some fixes, added some more tests, and pushed it to https://github.com/sciurus/puppet/tree/2247-enablerepo I plan to build this and do some test runs in case I messed up something that the tests aren't catching (e.g. yumhelper.py) before submitting a pull request.
