I have some new information. The problem also occurs on 3.3.0. It only occors
if 'puppet help' is called as root user. Normal user get the correct help
message if they call 'puppet help'. As I was only logged in as root on the
servers I updated puppet, it looked like only puppet 3.3.1 was affected.
As far as I know I have only the puppet debian packages installed. On one
computer with debian unstable that has this problem, 'gem list' shows no
entries and 'dpkg -l | grep puppet' shows:

A framework supporting Model Driven Software Development (MDSD)
and the only thing done on this computer with puppet was add the puppetlabs
repo and 'apt-get install puppet' followed by 'puppet help' as root.

All puppet agents i have updated from 3.3.0 to 3.3.1 show on "puppet help" only
the following error message:
Error: "--name=": already defined in puppet
Error: Try 'puppet help help help' for usage
The same error is shown with all "puppet man xyz" commands, but "puppet help
xyz" seems to work with all commands.
