When upgrading from PE 2.8.2 to 3.0.1 using the official upgrade path, the 
master does not remove the pe-compliance module from the default group, and 
apparently leaves the module behind on the master. 

We ended up in a situation where the inspect cron job on new 3.0.1 clients 
(which never had pre 3.0.1 puppet) got given a cron job to run the inspect job 
which then errored out.
