Start a puppet command prompt, not as an administrator. Try to run puppet, it will fail because the C:\Users\name\AppData\Local\PuppetLabs directory doesn't exist. Previously in 2.7.x, we created puppet data's directory relative to the user's home directory, which always existed. And since the MSI can only create the PuppetLabs directory (as opposed to every user on the system), we fail to run.
