Issue #19414 has been updated by Trevor Vaughan.

After much ado, and being informed that filling out the 'group' management 
support table was a new feature, I've fixed this as a Forge module at 
http://forge.puppetlabs.com/onyxpoint/gpasswd.

In some cases, LDAP etc..., you wish to add users to locally created groups 
even if the user does not exist locally on the system. This should be possible 
via the 'group' native type since, otherwise, you have to create an exec or 
other workaround to make this happen.
