The mistake that I made was that the template was <%= ($x) $value %>, which ends up somehow being the evaluation of $x, which is 3, followed by ... I'm not sure what. It looks like I'm just getting some odd behavior if the parameter declaration is put in a <%= %> snippet. I'll file another bug about that.
