Have a look at the MasterTicketPlugin (http://trac-hacks.org/wiki/MasterTicketsPlugin ) and add the graphviz plugin (http://trac-hacks.swapoff.org/wiki/GraphvizPlugin ) That will give the possibility for defining relations (blockers) between tickets and the graphviz plugin adds a graphical display to that. It's not perfect but very workable.
